Yesterday I was reading through the Eve-Online forums as I do every day and I came across this post in the Eve General Discussion section. While I was at work today I got to thinking about the post linked above and what the original poster of the topic was saying. I get what he is saying but I don't think I agree. And I'll tell you why.
Incursion, for the most part, is Sansha invasions and the new character creator. Yeah they removed learning skills but I'm referring to the main "bulk" of the expansion. Therefore, it stands to reason, and I believe fair to say, that people are playing with the content given them by CCP. Post # 147 on pg. 5 by character Zacktar is pretty much spot on. There was no boost to low sec. There were no changes to sovereignty mechanics. There were no new pew pew ships added or anything to perk up Faction Warfare. We got a character creator. While the new creator is churning out some really awesome characters by the users we didn't get a whole lot more. Obviously, had CCP made changes to low sec, for example, people would be playing with and making posts about those new additions.
Then I had a thought. CCP stands for Crowd Control Productions. Hmmm, interesting. One only needs to check out the Assembly Hall on the forums to see requests for new features and ideas. In addition, the forums are smothered with complaints of various problems such as lag, overview bugs, fleet bonus bugs, etc... There are many complaints about many things. Some as old as the game itself.
Digressing back to the idea I had...
What if part of "controlling the crowd" by Crowd Control Productions is to feed the crowd (player base) by injecting new and "oh look shiny omnomnom" to distract from some of the real concerns and issues players have? I have no evidence or solid basis to stand on this idea of mine. It was just a random thought. But it isn't the first time that I've had that thought.
Would a gaming company feed distractions to the player base to avoid fixing or implementing promised or borked content from previous releases?
Why would they do such a thing?
What would the benefit, if any, be to them?
Maybe I'm just nucking futs. But one can not deny that a lot of content has gone unfixed. Perhaps left unpolished and forgotten is a better way to say it.

I think that while a lot of content has been looked over for revisitation, releasing things like the Character Creator aren't solely for the purpose of distracting the paying customer.
CCP, like any MMO company, plays a balancing act between trying to bring in new players to make money and retaining the players they already have to keep making money.
The Character Creator is part of them moving forward and address both ends of their spectrum of concern, it is something shiny and new to draw in new players, and addresses one of the oldest facets of the game and brings it up to date, appeasing quite a few old hands.
I'm not saying they couldn't have picked other items to dust off and reexamine, but this was certainly and understandable one.
I have more to say on the topic, but don't want my reply to end up longer than your post. Maybe I'll write one of my own about this topic myself.
