There are people who play this game with an opportunity to vote for in game representation who can not vote for real political representation in their country of residence. Take advantage of it I say.

CCP should simply MAKE A RULE. One mass evemail campaign message per candidate, per election, to a minimum number of non-corp/alliance mates. The minimum recipient count defined as "mass evemail" can be established by consulting with the CSM to determine what number works. Evidence of violation petitioned by players and substantiated by CCP would result in a candidate being removed from the roster. End of story. Why does everyone have to over-think such an easily resolved "issue"?

I don't see a problem with the candidates sending one mass mail out in game if they are approved candidates. Obviously, they need to keep the topic of the mail about their own character and the fact that the polls are open. This should not be a once per day thing, this should not be allowed before the voting is actually open either. I am sure there are other rules that would need to be in place but I will leave that for CCP to decide.

Anyone not following the set rules should automatically be removed from the election.

Voting for a low sec candidate is no guarantee anything will be done, but if the candidate has a serious interest in low sec, then they would presumably request (*cough* demand *cough*) that low sec be a discussion topic at at least one summit. One would hope such a person would be knowledgeable about low sec and contribute materially to discussions...as happened at CSM5 June 2010 Summit.

But low sec can't be fixed in a vacuum; whatever game design changes are made, there will be necessary interdependencies with null and high sec...it's a universe, after all...not a bunch of segregated theme parks.

With that in mind, the low sec vote is probably best given to candidates with meaningful experience living in low sec as well as in other areas of the game. This will ensure that they can better assess CCP's ideas for low sec in the context of the larger game. Sure, low sec needs to have its own identity and reason to exist and thus unique content/features, but that all has to work in the bigger picture of the New Eden universe as well.
